||Vector Control Licensing System (VCLS)
Dear Vector Control Licensing System users,
The National Environment Agency (NEA) has made available many of its services online. In an effort to further enhance our services, Vector Control Licensing System (VCLS) eService will cease and the applications for the following permits and certificates will be transferred to the following portals:
- Fumigation Permit will be transferred, with effect from 30 Jul 2020, Thursday 0800 hrs, to a Whole-of-Government business licensing portal, GoBusiness Licensing Portal at https://www.gobusiness.gov.sg.
- Coffin Permit and Ship Sanitation Certificate will be transferred at a later date to NEA's ePortal at https://www.eportal.nea.gov.sg.
For Ship Sanitation Certificate (SSC) applicants, Port Health office has suspended the SSC application wef 27 April 2020 due to the heightened Covid-19 pandemic. In the event that the SSC application is resumed, you can continue to apply for the certificate by filling up this form

Dear NEA customers,
Due to the current COVID-19 situation, the NEA has implemented a series of measures to achieve safe distancing, while striving to ensure that our services remain available and uninterrupted. The measures are as follows:
- With effect from 23 Mar 2020, we will not be receiving any visitors at Environment Building.
- With effect from 1 Apr 2020, we have implemented telecommuting measures for our staff to reduce the level of person-to-person contact at workplace and ease travel load on the public transport system.

Due to the escalated Covid-19 situation in Singapore, Port Health Office has stopped processing the Ship Sanitation Control / Ship Sanitation Control Exemption Certificate (SSCC/SSCEC) applications until further notice. Please note that we can still provide a 1-month extension to the current SSCC/SSCEC. Please bring along the original SSCC/SSCEC and a copy of Maritime Declaration of Health (MDH) to Port Health Office for endorsement of the extension and also to make a payment of $10.00 (by NETS or cash card). We apologise for any inconvenience caused.

Purpose of eService
| ||VCLS is an internet platform that allow online application for Fumigator Licence, Fumigation Permit and Ship Sanitation Control/Exemption Certificate with greater ease.|
| ||Fumigator Licence now can be applied through LicenceOne portal, please click here to proceed.|
| ||This service is meant for companies who have fumigators licensed by NEA to carry out fumigation by means of Hydrogen Cyanide, Methyl Bromide and/or Hydrogen Phosphide.|
Companies wishing to apply for a permit using this electronic system need first to submit the particulars of their officers who have a fumigator license. They will have to submit applications on behalf of the company.
Once payment for the application has been made by the applicant and approved by the NEA Officer, a pdf permit will be available online for view and print for record.

Ship Sanitation Control / Ship Sanitation Control Exemption Certificate:
| ||The NEA Port Health Office provides ship inspection services for the issuance of Ship Sanitation Certificates (SSC). |
• For ships berthed at the anchorage areas, the inspection schedule is from 7.00am to 7.00pm daily, inclusive of weekends & Public Holidays.
• For ships berthed at the container terminals at Tanjong Pagar, Keppel, Brani, Pasir Panjang, Jurong Port and Sembawang, the inspection schedule is from 7.00am to 11.00pm daily, inclusive of weekends & Public Holidays.
Applications should be made at least 24 hours in advance before the time of inspection.
